Or buy your tickets the day before and you don't have to worry. I think I would take the 630am ferry (if it's available that day) instead of waiting for an afternoon ferry because strange things can happen with the ferry schedules. I *think* the ferry docks in Culebra overnight so it's there waiting for the 630am departure. If all goes well and you get to San Juan by late morning you can always kill time in Old San Juan while waiting for your afternoon flight.
