My husband and I eloped in Culebra on Dec. 27th 2003. We contacted the local judge who is based in Fajardo and flew him to Culebra for a few hours to perform our ceremony. Let me know if you need his contact info. Also, keep in mind that you will need two witnesses to be there and sign paperwork for you. Since we truly eloped we had noone to do this so we had two of the judges friends come with him to be our witnesses and one served as the photographer and one as the videographer - it worked out great!
