From the shore it will be very dificult, there are protected areas.
You must have a boat, and go around the island about two or three miles offshore to get what you want.
In Vieques is the same, two or three miles offshore. It is better from the west thru the south of the island.
I have not heard about that big fish market, so if you plan to sell fish, better find who to sell it before you shoot.
