i spent a month in culebra this winter and it was great. We stayed at posada de hammaca by the canal. rented scooters to go to flamenco beach, which is in the top ten beaches in the WORLD! Not many places to eat, but there are a few. I really miss the Medalla beer. Locals are very friendly as are the girls you meet at Flamenco beach camping out at night. Some of the best snorkling and scuba diving to be found anywhere. we talked to a builder who was doing a modular home inland on the island. he stated that if you could buy the property to build on(which you can't) the entire layout similar to the one he was doing would come to $1.5 to $2.5 million u.s. pretty steep.
