I was there a week ago and I rented my scooter for $35 a day. Bikes were going for $25 a day. I never tried to talk them down in prices or anything so you might be able to.
I am not sure about prices for jeeps.
I would not want to try and get around by simply walking or on a bike. Most roads are in full sunlight and it would be very easy to get dehydrated with all the hills and long distances going from Flamenco camping area to anywhere.
It took me about 20 mins on a scooter to go from the airport to Zoni beach one way. It is about an 5 min scooter ride to downtown on a scooter from Flamenco. Taxi service seemed to be available all day long until around dusk especially at Flamenco and the downtown dock. $2 one way. There are also taxis that will come to and get you anywhere for a fee, but I don't know how much extra they would charge.
As for crime, I felt very safe in leaving my stuff anywhere I went.
