Several factors come into play. There is always a chance that more than one group would have booked passage to one of the cayos, so there are no guarantees. There were kayaks on the south beach at Culebrita when Capt. Jack dropped us off (yes, the taxis return at a pre-agreed-upon time). The kayakers must have been up at the light house or over at the windward beach when we hiked to Tortuga, because we never saw them, and they were gone when we returned. Tortuga bay is also a cruising anchorage, with a number of mooring buoys, so total privacy might not be possible for that reason. Normally there is more to do at Culebrita than Luis Pena, but drought-caused hiking restrictions may have negated that advantage. The taxis are cheaper to Luis Pena, if that is an issue.
