I think they fly until dar, close to 1730, of course, as demand for flights is good.
I mean, they will not fly for one or two people. There is a very early ferry, from Culebra to Fajardo at 0630 or 0700. You may want to consider this, as this trip is very comfortable, even you have to get up very early.
