I understand you want to fly from SJU to Culebra.
Recently someone posted in this forum that you will find at least two small airlines who do fly from there.
Else, there is a 15/20 minute drive to Ribbas Dominicci airport from SJU,
There you will find flights to either island.
If you decide to take a taxi to Fajardo, the cost is around 60/80 dollars, and takes one hour average.
If taxi is your choice, I beleive there is a ferry close to 530pm, the rregular schedule works at 0930, 130pm, and 530pm.
It is said that a fast catamaran named ATHENA, on pier 2 or 3, is making or will be transporting people to either island for nearly 90.00 per person round trip.
THe airlines are Flamenco Airways, Isla Nena, Vieques Air link, there may others.
