rough weather (meaning high seas and wind) usually - and understandably - deters people and fishermen from going out on the water ...

It's a pity the conditions were that way when you visited. There definitely IS fresh fish. But even in good weather conditions you have to look for 'fresh', since a good portion of the locally caught fish will get frozen.
