I think Diego doesn't want "tourists" infesting what is normally a quiet, empty and pristine beach.... Hence, the hammerhead story... or he could be telling the truth... but if you're a local, I respect your feelings for wanting to preserve Culebrita and protect it from tourist inhabitants...
