I'm afraid you'll need more than a van to get from the San Juan airport to the Culebra camp grouunds!

Find a cheap ride (taxi) from San Juan to the docks in Fajardo. This will take an hour (more or less depending on the time of day) and cost $50-$80.

Take the ferry to Culebra. That's a couple of bucks per person. Once on the island you can walk, hitchhike or pay a few bucks for a taxi.
