Alex,
There are only two spots to surf in Culebra and they are not easy to get to. One is Brava beach which has the best waves and Resaca beach which would probably be very difficult to get to with a board. Brava isn't easy but you are not climbing down a mountain. It's just a long walk through a little brush. If you do go to these beaches though you will probably be the only ones there and that makes it worth it.
