Isla Nena is the only airline outside a charter that flies to Culebra from the international airport. They have been only flying on an as needed basis and really don't have a schedule. You can check with them. The other two from Isla Grande airport (15 minute cab ride from international $20) Vieques Air Link and Air Flemenco. Either one will work, just choose according to your schedule. Both have their last flights around 4 - 4:30 so you have to get into International by 2:30 - 3p or you will have to spend the night. If you have five people I would charter Matt with Air Culebra at $375 one way. He will meet you off your plane and bring you to his plane at the international. It's the way to go.
