We just got back from Culebra in early September... we paid one of the locals $5/day to park in their lot upfront before we left for five days. People will be waving you down to park in their lot, as there are quite a few options within a short walk to the ferry.
Alternatively, I believe there was a more formal lot with better security that is the same price close by ($5/day). This lot is much bigger than the others and more of a hassle to enter/exit, as you pay when you return with a ticket.
