Tim and Drew,
From what I know, without having seen any written law either, the shoreline is indeed open to the public, so yes you could walk from the dock at Playa Larga to the dock at Puerto Manglar. However, you cannot go through private property to access it, there must be some type of right of way or easement, as there is for Playa Larga. The property accessing the Manglar dock and the dock itself is private property, owned and maintained by the neighborhood association, so it is trespassing unless you happen to be staying in one of the rentals in that neighborhood. As Drew said, there are a few rentals in that neighborhood and access to that dock is most likely mentioned in their description.
It sounds like you are both pretty familiar with that area, do you know the large house and property with the dock at the base of the bay? Though you could walk along their shoreline, you can't drive through their property (if there wasn't a gate) to get to the shoreline or use their dock. Same thing with the Manglar dock, it just doesn't have a house or gates.
Tim, do you remember which kayak rental outfit you used that took you out there? My guess is that they may have been using it until someone told them not to, which I would think has happened since then. As with so many things down there, doing something that isn't exactly kosher isn't a problem until it becomes a problem. Which is why I wouldn't want to see any kind of "ad" or map, whether official or not, recommending visitors to access the bay by this dock. Tim's map could go viral and then what? haha
