Depends on .....
1) how you plan to get there
2) what activities you would like to do while on either island
3) what the winds are up to.
I've been to both. Kayaked all the times we've gone. We let the winds determine which we went to.
Culebrita definitely has the nicest beach of the two. Luis Pena, from my experience has the better snorkeling with some great underwater fauna.
Culebrita may offer some good trails for hiking around. Luis Pena, I still want to explore some before I say which is better for hiking. Most people probably would say Culebrita is better for the hikes.
Both are quite different from each other, with Luis Pena have smaller more intimate type beaches.
