The biobay is now back to its full glory. It is best seen on a moonless night. You would have to fly from Culebra to Ceiba and then Ceiba to Vieques and spend the night to see the biobay or take ferry from Culebra to Fajardo and then hop the ferry from Fajardo to Vieques and again would have to spend the night.
