You might want to look at the Vieques forum. The bay went dark a few months back. This has strongly impacted the tours. Supposedly some of the bioluminesence has returned but certainly nowhere as bright as it was. Very few trips are being conducted now on the bay and are limited to certain days of the week. You would have to fly to Vieques and spend the night to go on a tour if they are still being conducted. Good Luck. We are so glad we went a couple of times when the bay was at its prime.
