AFAIK, there is one site that specializes in the service of buying tickets for visitors. A lot of hospitality (and kayak rental) businesses do it themselves, but others send their guests to that service. They all charge a fee - whether it is included in the price of the kayak rental, the guest room or just for going there and standing in line. Were you serious about the legality of it? If it weren't the ATM would not sell them - at least that's my guess! Also if it weren't it would put a damper in a lot of small businesses bottom line, possibly threaten their survival. I doubt that is in the interest of anyone.
