I was just in Culebra. We took the ferry from Fajardo. Big mistake. ALthough it ended up OK, it was (1) extremely crowded due to PR holiday (2) took 1.75 hours, with some rough seas causing nausea for some (3) it's a long ride from San Juan to Fajardo. (4) killed 1/2 our first day getting there.
I recommend taking the short plane ride from San Juan airport to Culebra and back. it's cheap, takes only 20 mins and much more convenient.
Other notes (in case you're new there too) you can have fun visiting the remote beaches, but you have to rent a car or moped. The other way to get around is by van-taxi, the ubiquitous transportation on the island ($3 each way) but they won't be reliable for taking you to remote areas. Also, I found the scuba diving to be mediocre, we didn't see much more than I saw snorkling.
Flamenco beach is gorgeous, but beware of Culebra Beach VIllas - they run out of water almost everyday due to some pump issue.
