For beaches that are readily accessible by car, my vote is Zoni but only if you have all your needs for the time you intend to spend there remembering that there are no facilities at all either bathrooms or food.

Otherwise, Flamenco is good bet with all of its facilities. And, if you are there during the week, the crowds are much less.

If you are willing to hike, Culebra has some real gems...
