According to the Vieques web site:

'The ferry leaves Vieques at 6:30 AM and returns from Culebra at 4:30PM. It is $2.00 each way. The only caveat is that the workers have priority, so if the ferry becomes really popular, get there early or you may have lost sleep for nothing. So far it has been lightly used.'
