We have three boys and they enjoyed the beaches of Culebra from the time they were 3, 6 and 8. And when I say "beaches" we mean "beach" ... because no matter where we took them they always wanted to go back to Flamenco!
Having said that, Tamarindo is pretty cool for exploring and snorkeling.
If you go to Rescaca or Brava, stay out of the water ... it's far too rough and dangerous for young ones (and old ones too many times)
Zoni is great to hang out at ... but if you want a relaxing time where you and the kids move in and out of the water with ease ... I strongly suggest Flamenco.
