Good morning,
The public transportation system in PR is not very functional.
The busses for Fajardo area leave from Rio Piedras (not the airport). They can take any number of hours as they don't leave on a schedule & can wait until full to move. They can then make any number of stops & end in the town center in Fajardo, which is not the ferry dock.
Landing at 12:37 in SJU is close even with a direct taxi to Fajardo as the ride is approximately 1.5 hrs & it's recommended that you be at the dock at least one hour prior to get in line for tickets.
