Check out http://puertorico-guide.info/getting.around/buses/ there is a number you can call to get information about buses to Fajardo and you can get information about where the terminal is. I'm not optimistic about getting off a plane which arrives at 12:37 and getting on a bus by 1:00 pm the same day.
