Regarding currents and wind... there was often a wind from the SE when I was there in May. Both times I paddled to Culebrita I started in the morning before the winds picked up, and I had a tail wind when returning to Zoni after lunch. I did notice a northwest current the afternoon I went over to Cayo Norte but it wasn't too difficult to overcome.
Wanted to check out Luis Pena but the winds from the SE were strong the day I planned on going... I was concerned I might have a problem getting back to Culebra.
I recommend checking the forecast and planning your excursions accordingly... travel against the wind when leaving Culebra so you have a tail wind on return.
If you do go to Culebrita, I recommend you do the extra paddling to get you all the way into Playa Tortuga, versus landing on the western edge of Culebrita and hiking to Playa Tortuga. I tried it both ways and found that the hike took longer than the paddle. Just be careful when paddling around the NW of Culebrita... it is very shallow with many coral heads... but isn't too difficult to find your way if the water is relatively calm and clear. On a rough day I would consider just landing on the west of Culebrita.
