I too was unable to find any SUP resources on Culebra, so for my trip there this past May I brought along an inflatable SUP. I was very glad I did... it is a great way to explore Culebra and the surrounding islands. I made two round-trips to Culebrita and one to Cayo Norte. It also made for convenient snorkeling.
Travelling to Culebra with a large board would be a challenge so I highly recommend an inflatable. I bought mine online from ULI along with a paddle. Had them put rings on the deck towards the nose so I could strap on a bag with gear, food, etc.... I was able to pack it all into a duffle small enough to qualify as a normal checked bag for the airlines.
