It all depends on what time you get into San Juan, but I have been there quite a few times this last year and I always head to Culebra. I usually spend less than $4 on my trip to Fajardo for the Ferry. It's a little difficult the first time, but I've not had a problem, especially since I now know how to do it. Honestly it doesn't take much more time than a taxi either. In Puerto Rico you can travel from town to town in Publicos (Public Vans)...for 65 cents. They are easy to recognize, because they are 15 passenger vans with the name of the town painted on the top of the windshield. What I do is hop on a bus from San Juan to Rio Piedras (65 cents). Then when you get to Rio Piedras..the easiest thing to do is ask where you can catch a publico to Fajardo....it is pretty close to the Bus station, then just look for a van that says Fajardo on the winshield and flag them down. Tell them you want to go to Fajardo for $3. If you don't tell them...they will probably try to act like a taxi and charge $40 or $50, because that's what they do to tourists. (For the $3, they will pick up others along the way, however, they only stop along the main road, so it really doesn't take that much more time than a taxi. Tell the driver you want to go to the ferry. They will drop you off on the road that leads to the ferry dock. From there, publicos are always taking people down to the dock, so just wait or start walking and in a few minutes you will see a publico....any publicos heading that way are heading to the dock. Flag them down and tell them you are headed to the ferry and they will charge you 65 cents. I've found that publicos are a lot of fun, because you also meet a lot of people with useful information when you ride in them. The only thing about publicos is that they stop running around 5pm, but the ferry to Culebra is off before then anyway. Good luck with your travels....take care.
