We just returned at midnight from 2 wonderful weeks on Culebra. The price for two loungers and an umbrella is now $25, which I gladly paid. My own mom ended up with sun posioning and had massive raised scars on her back until she died. I am fair skinned and still burn even when applying 30+ every 30 min and that is without even going in the water. Give me a chair and umbrella day. We had both at Casa del Sol, but were too lazy to drag them to the beach. One day, they would not put umbrellas up due to the wind and the two loungers were $20. I personally wear a rash guard while in the water to protect my upper arms and back. This has saved many painful burns during several hours of snorkeling.
