Taking a taxi from the airport to Fajardo can be risky-- when you go to the taxi stand, the woman who calls the taxis will tell you one rate to go to Fajardo (I think it's supposed to be like $40 or something) but when you get to Fajardo, it's invariably a lot more, especially if you have luggage. There is little control over taxis. Even if you set a rate with someone beforehand, they may not honor it when they pick you up. The rates are inflated because they basically charge you round trip because it's unlikely they can fill the cab either back to SJ if they are a metro cab or from FJDO to SJ if it's a fajardo cabby.
It's usually around the same price or cheaper to take the plane if you are only one person. If you are two people, it's slightly more expensive to take the plane but might be worth it for speed, comfort, and planning so you know exactly how much you are going to spend.
