I will be camping on Culebra April 20 to May 4. I arrive in SJU at 12:00 pm. I've researched travel from SJU to Fajardo, by taxi or private vehicle, then catching a ferry. Apparently taxi cost is about $80 and ferry $2.50 each way. Problem for me is that I will be traveling down during "Holly Week" and ferry may be full. I ended up playing it safe and booked a flight on VAL. Round trip was $130. For me, this is best option because it is a "sure thing" and I will arrive on Culebra by 3:00 pm with time to get to Flamenco and set up camp before dark. Only consideration with flight is weight. Cost is .60 per pound over 24 pounds of luggage. For me, I think my camp gear etc. will weigh in at about 50lbs. Good luck to you guys!
