(1) What is the best way and carrier to travel from Culebra to Vieques? Is it possible to just show-up at the airport and meet up with people trying to charter a flight that day or is this wishful thinking?
Negative that. Call VAL and inquire about a flight from Vieques -> Cieba -> Culebra. ~$70pp. Call Air Flamenco and see if they are flying from V to C. When they were it was $25pp.
(2) If we need to charter a flight, is there anyone that would like to get in on this charter flight?
Flying with VAL for $70pp will be the cheapest option. Book early since the small pplane fills quickly.
