In our two visits the ferry has been reliable both ways, but we have not been able to purchase tickets in advance. Our publico driver, John, tried to get them for us but was unable to, also. Our strategy has been to have one person stand by the entrance with the bags (so we don't have to haul all our luggage through the ticket line), and have another person in line for tickets. Then the others in the party can wander around and take their turn in line or watching bags.
There's a guy who sells bottles of water out of a cooler for $1 to the people waiting in line, and after an hour or so of standing in the sun it's definitely worth it.
