To My knowledge there are not tennis courts on Culebra. However, the hiking, kyacking etc will keep you plenty physical.

Take the water taxi to Culebrita and hike into the baths. It is great. Hike into Carlos Rosario for some excellent snorkeling. Hike into most beaches and find yourself the only one there.

You can kyack to some outer islands for a day of snorkeling as well.
