Esteban,

Flamenco Beach is very crowded during the week between Christmas and New Year's. It is probably as busy as in July when the campground is often full. At this time of year though, I believe you should be able to find a camp site as many are day visitors. Many college students descend for pre New Year's celebrations. Music and games all along the beach near the campgrounds. Toward the shark pen, things are a bit quieter.

New Year's eve the island is hopping and everyone descends upon the ferry dock to celebrate with live music on a stage, fireworks and dance. People bring tables, chairs and food to enjoy a long evening out. I think the January 2009 Culebra Calendar has photos of crowds : theculebracalendaronline.com

But how crowded can the island get? You can still find peace on some of the beaches but just have to hike a bit. Things settle down after Three Kings Day.
