Jerry's will not rent to under 25 and neither will the scooter places. I was at Jerry's when a young man walked up after getting off the plane. He was under 25 and came by Jerry's who told him no one on the island would rent to under 25. He suggested a bike or publico to get around. Check with Dick and Kathy, as well.
