Do BioBay in Vieques but note you must spend the night in Vieques to do it but its much better. Vieques is 2 hours away from Culebra. Fly Air Flamenco out of Isla Grande airport about $95 RT. If you have one night in San Juan I would select a hotel in the city and forget the resorts. They are too pricey and you should see as much as you can of Old San Juan. Stay away from La Perla of course, ask locals to buy for you. :o)
