Roads, road holes, scooters and thorns

Hi! We are going to Culebra for the first time in November (another post here already - thanks for replies there).

Reading on this forum it seems like there has been a lot of road work on Culebra the last year, and that this has resulted in most/many roads beeing paved?
If so, it would be wonderful to hire a scooter and going around on the island! Can we reach most any place on the island on scooter?

We have also read on this forum that previously there has been lots of holes in the roads, and that this has made "scootering" difficult. Someone has also mentioned that there a some really tough thorns that causes lots of flat tires. Is this more of problem for scooters (thinner tires) than cars?
