Jerry's Jeeps accross the street from the airport offers the best price. Dick and Cathy rent bicycles (and they'll deliver them to wherever you're staying), but although the island is small, it's hot and very hilly so unless your in great physical condition and you don't mind pushing yourself, it's not really a viable transportation option.
Flamenco beach is the jewel of the island. From Zoni beach (on the east end) you can see St. Thomas. Snorkling is great -- ask for the best spots to snorkle when you get here. Mamacita's offers the best dining atmosphere on the island (beware the bushwackers - they're delicious, but deadly). There is a great bongo trio every Saturday night at Mamacita's.
Culebra is truly like no other island in the Carribean. Peaceful, tranquil and beatiful. Have a wonderful time.
