Hi,

Culebra really doesn't have any "resorts" that I know of, and the only place "on" the beach are villas on Flamenco Beach - here's the web site

I've never stayed there but they look like apartments to rent and they have a kitchen also.

You may want to look into renting a private home through a realtor.
