My husband and I eloped on Flamenco Beach in Culebraand it was perfect. I highly recommend it! We were there a few days ahead of time and got all the necessary tests and licenses done in Fajardo prior to heading over to Culebra. We used a jude out of Fajardo (there aren't any in Culebra) named Jose Millan. I can get you his phone number if you are interested. You will need two witnesses to sign your paperwork after your marriage. We were eloping, so we didn't have anyone there to do this so when my husband met with the judge prior to our wedding day he was informed of this. So, we paid for the judge and two of his friends to fly from fajardo to Culebra for the wedding and his friends acted as our witnesses and also as our photographer and videographer. $50 for a wedding photographer is a deal!!
