Need lodging advice

I'm planning my first trip to Culebra in July. How is the weather? I read that the island is about the same temperature all year round.

I'm torn between staying at Casa Enseneda or the Palmetto guest house. Does any one prefer one over the other? I like being close to town and my husband and I plan on renting bicycles. I hope to spend $100 or less per night.
