I think we've done our best to answer these types of questions in recent threads. It's worth reading through them.

But somehow all those people manage to get to Culebra, right? Seems like you could be among them!

By the way, getting to and from Flamenco is not a problem. Believe me, the publicos will be working non-stop to bring passengers back and forth.
