I'd say the prevailing enforcement activity on Culebra, and all of PR, is as tough or tougher than in the states. During Semana Semanta, the police reportedly searched and detained a signicant number of ferry passengers. As one who used to partake, I will truthfully testify that if you do Culebra the way it should be done, no illicit mood augmentation is necessary. With a simple daily regimen of Presidentes and a rum cocktail or two, plus the ever-present latitudinal magic, friends will have difficulty finding your pulse. If you *must* partake, rely on a trusted friend, not an open internet forum. That is my last serious word on this...
