Hi there,
yesterday I travelled from Culebra back to the main Island in the ferry. Personally I LOVED IT, got to see the sunrise as we moved along the water and even saw a whale. It felt great! A wonderful travelling experience.
The publicos are very easy to spot and the buses as well, the transportation is reliable. Go to the transport section of these pages and read the 'Getting there' section. I will give you time estimates and should answer most of your questions.
I have travelled back and forth to Culebra both ways from San Juan (plane and publicos/Ferry), I enjoy both ways very much. The plane ride is about 25 minutes and you can get an amazing view of the small cays on the way to Culebra. Either way is worth it. But if you take public tranport, make sure you arrive VERY early in San Juan so you have enough time to get to Fajardo and catch the Ferry.
