I suggest Melones for the beginner. I too am an experienced snorkler/diver and found lots there to keep me occupied. It is also close to town, so it might be possible to get someone (be sure and check references, etc) to watch your children while you and you wife snorkel. There is also adequate shade. You might also check with Abbie's School and see if she has someone trustworthy to help with your children. I think you will love Culebra. Good Luck!!
