I visited Culebra twice, Feb 2003 and Mar 2004. Two very different experiences. Last year we (my girlfriend and I) camped at Flamenco in Section E which was set aside for persons wanting a more relaxing, laidback experience. It was nice and quiet and peaceful. This year the rules had changed. We could only camp in sections A thru D. Not nearly as pretty and much louder. We don't have a problem with others wanting to party all night long, but we really didn't want to be in the middle of it. Rumor has it that there's a new mayor and he is the one that changed the rules about where people can/can't camp. Does anyone know anything more than rumors about this? Also, does anyone know of an address (email/snailmail) for the mayor so I can send him a letter/email expressing my concerns?
