Hi-

I was in Vieques last week, and to get there, took public transport to the ferry in Fajardo from the San Juan area. I took the city bus from San Juan to Rio Piedras and then walked to the publico station (buses are $.25-.50 and move pretty slowly), then caught a publico to the town of Fajardo for $3.50 (maybe an hour - 1 1/2 hour) then caught another publico (marked Fajardo Playa, $.75) to the ferry pier. I suspect that I had good fortune with my connections, so the trip took 3 hours or so. You can also charter the publico for $35.

You can get a bus map at the airport in the tourist office. Check out the indoor food market in Rio Piedras if you need to pass some time.
