Hola! The crowds should be better after the holidays although, kids are out of school as well as college students until the second week of January. You never know where the locals are going to go for vaca. Might be better to wait until after that second week of Jan. Going during the holidays is also nice. There is music and festivities everywhere. Check out Culebra's newspaper to find out what they do around the holiday season:http://theculebracalendaronline.com/
