Hola Arroz!
I just read in the press that due to the high volume of passengers traveling on the ferry to Culebra, they are no longer letting you board with bicycles and only 2 bags per passengers. I don't know when you are planning to visit the island but, this may only be for the summer season. Happy travels! J
